He was part of the Party of Regions faction, headed the subcommittee on excise tax issues, legislative settlement of the alcohol market, alcohol and tobacco of the Parliamentary Committee on Finance, Banking, Tax and Customs Policy. He was the deputy head of the party faction. He headed the subcommittee on land relations of the parliamentary committee on agrarian policy and land relations.

The Tsarev was accused of calling "to the violent change and overthrow of the constitutional system of Ukraine", as well as in the fact that he "openly called for a change in the state borders of Ukraine." In July, the Ministry of Internal Affairs of Ukraine declared Tsarev, who left the country, on an interstate wanted list.
